Parliament Debates Strategies to Combat Mental Health Stigma and Enhance Care

In Singapore’s Parliament on February 6, mental health took center stage as over 20 Members of Parliament (MPs) addressed methods to enhance care and foster societal acceptance in a discussion aimed at advancing mental health initiatives.

The discussion ensued following the unveiling of the National Mental Health and Well-being Strategy in October 2023. This strategy aims to establish a comprehensive ecosystem where individuals with mental health concerns can receive support and intervention early on, within community settings, without the burden of stigma.

Crafted by the Interagency Taskforce on Mental Health and Well-being, the strategy focuses on decentralizing mental health support, bringing it closer to where individuals reside, study, work, and socialize.

On February 7, political office-holders are expected to contribute to the dialogue, articulating the Government’s response to the issue.

Several key suggestions emerged from the MPs during the debate.

Individuals, Families, Caregivers Dr. Wan Rizal from Jalan Besar GRC emphasized the significance of mental health not only within the healthcare system but also as a fundamental aspect of societal well-being and economic stability. He advocated for increased resources to support caregivers of individuals with mental illnesses and proposed intensified assistance for vulnerable parents to aid children with mental health needs.

Highlighting the importance of addressing mental health concerns among seniors in Singapore’s aging population, MPs underscored challenges such as social isolation and adapting to a digitalized environment.

Youth Mental Health Many MPs directed attention towards youth mental health, suggesting systematic methods for measuring students’ well-being akin to academic monitoring. They questioned whether teachers received adequate training in mental health literacy and whether schools, especially larger ones, had sufficient counseling resources.

Ms. Mariam Jaafar from Sembawang GRC emotionally shared anecdotes of young Singaporeans, including one with bipolar disorder who tragically took his own life, underscoring the gravity and complexity of the issue. She stressed the necessity of providing ample support to young individuals grappling with severe mental health challenges.

Insurance and Costs Several MPs addressed the obstacles faced by Singaporeans with mental illnesses in obtaining coverage for physical health conditions. While some private insurers offer coverage, premiums often remain unaffordable for many. Dr. Tan Wu Meng from Jurong GRC proposed measures to ensure individuals with mental health conditions could access physical health coverage at an appropriate premium.

Ms. Ng Ling Ling from Ang Mo Kio GRC queried whether the Health Ministry would extend assistance in covering medication costs and referrals for counseling therapy.

Employers MPs highlighted the pivotal role of employers in supporting employees with mental health conditions. Suggestions included granting paid medical leave and considering options like a four-day work week to facilitate recovery. Additionally, proposals were made for a government wage subsidy to incentivize employers to hire staff with mental health conditions.

Healthcare Professionals Addressing the shortage of psychiatrists in Singapore, Nominated MP Syed Harun Alhabsyi stressed the need for more professionals in the field. He pointed out the relatively low ratio of psychiatrists to population in Singapore compared to other countries, urging regulatory oversight of clinical psychologists to ensure standards are met.

The discussions in Parliament underscored the multifaceted approach required to address mental health challenges in Singapore, emphasizing the importance of collaboration between policymakers, healthcare professionals, employers, and the community at large.
